A couple of the wetsuit makers do a vest with the hood attached. I have one I use when it's really cold and I put it on last which does a really good job of sealing off the neck and zipper. Boards similar to that were fairly common in Hawaii, California and the UK back between the world wars.
I would guess it's made from redwood, far and away the most common wood used in surfboards in that era.
Not worth a lot of money unless it has some interesting provenance. Cool find tho'
